The Opportunity
We’re looking for a dynamic leader to anchor our government & CSR partnerships and drive ground-level operations in Andhra Pradesh. As the first point of contact for all state-level government engagements, this person will work closely with internal teams and government stakeholders to meet project goals, and will be responsible for building deep relationships across departments, securing funding agreements, and ensuring smooth implementation and fund flows for Kheyti’s initiatives in the state.

Reporting to: Head of Govt. Partnerships
Key Responsibilities
Identify, initiate, and manage relationships with relevant departments in the Andhra Pradesh state government
Secure financial MoUs with the state and ensure timely fund disbursement
Represent Kheyti in meetings, conferences and review forums in AP
Build rapport with a range of stakeholders—from field staff to sections officers to senior bureaucrats
Draft proposals, concept notes, and presentations for govt. and CSR
Lead internal and external coordination to ensure successful project execution across functions, in line with agreed timelines (typically 120 days).
Mobilize local government teams at district and block levels and align Kheyti’s district leads, team leads, and state heads to operational and implementation plans.
Troubleshoot and creatively solve challenges around bureaucracy and bottlenecks
Report progress to officials & leadership
Ideal Candidate
You’re an experienced operator who knows how AP’s government functions—and how to get things done. You can build trust across hierarchies, articulate compelling pitches, and patiently navigate the slow and complex world of state bureaucracy. Simultaneously, you have a strong execution mindset to drive on-ground delivery through cross-functional teams. Most importantly, you’re committed to driving change for smallholder farmers.
Must-Haves
8 – 15 years of experience, including work with/within government systems
Proven ability to independently lead government-facing projects
Experience securing and managing financial MoUs or receivables from govt.
Strong relationship-building skills across administrative levels and CSR
Experience in project implementation, coordination, and field execution within strict timelines.
Ability to navigate state bureaucracy with resilience, creativity, and integrity

Experience in agriculture, livelihoods, or rural development
Experience in implementation-focused nonprofits or startups
Not a Fit
Pure policy think-tank professionals without on-ground execution experience
Pure consultants or liaisons who do standard RFP, tenders, bids – this role needs an entrepreneurial mindset
